overall performance in any one or more of the three performance areas identified in Part I- Performance Measures (Critical Operations), achieve a "marginal" or below rating (unsatisfactory), the Contractor will not be entitled to any performance fee.""Objective 4: Maintain an effective environmental protection program by minimizing impacts to the public and environment.
Measure 4.1: Decrease in annual quantities of routine hazardous waste generated from scientific research programs and site operations. Use of Pollution Prevention efforts to evaluate generation of mixed and low-level wastes from scientific experiments and site operations.
Expectation 4.1: Wastes derived from current research activities are managed properly to ensure regulatory compliance and cost efficiency. Ames Laboratory institutionalizes processes that consider waste reduction options, formulates treatment/disposition approaches, and confirms available funding prior to initiation of the activity that produces waste. The Laboratory does not generate any mixed or hazardous waste from current research and operations that can not be properly disposed within 12 months.
Metric is based on a three (3) year rolling average of total RCRA waste that is generated in a calendar year, excluding waste resulting from the closing of programs or groups and the waste resulting from the initiation of new research activities. The waste resulting from new research activities will be included in the subsequent year totals.

Performance Level Metrics
Outstanding Greater than 3% decrease in hazardous waste, and implement waste reduction measures for all waste types.
Excellent 1 to 3% reduction in hazardous waste and implement waste generation reduction measures for at least one other waste types.
Good 1% reduction to 1% increase in hazardous waste and implement waste generation reduction measures for at least one other waste type.
Marginal 1 to 2% increase in hazardous waste. Failure to develop and implement waste generation reduction measures for select activities.
Unsatisfactory Greater than 2% increase in hazardous waste, or failure to maintain a pollution prevention program.
