BUSINESS OPERATIONS: HUMAN RESOURCES

 

System Indicators:

Objective 1: Contractor will establish a systematic approach to its job evaluation system for exempt Professional and Scientific Classification system positions.

Measure: A statistical sample of Laboratory specific position descriptions will be analyzed to determine the appropriateness of the assigned classification.

Expectation: Cumulative percentage of classifications reviewed and updated. (Baseline is to have every Laboratory specific description reviewed at least once every five years.)

Objective 2: Contractor maintains a systematic approach to its employee performance management system for Professional and Scientific staff.

Measure: Percentage of annual performance appraisals completed against pre-established job related performance criteria for the Professional and Scientific staff.

Expectation: 100% of individual annual performance appraisals will be completed annually.

Compliance Items:

Description of system to track and record receipt of certified payrolls from all construction subcontractors performing Davis-Bacon covered work.

Number and description of checks and investigations (as per FAR 22.406-7) on all contracts covered by the Davis-Bacon Act as may be necessary to ensure compliance with the labor standards requirements of your contract with DOE.

The assessment of the above topical areas should address how effective systems are working at a minimum, the assessment should answer the following questions:

  • Are the existing system internal controls adequate?
  • Are the existing written procedures being followed?
  • How does performance compare with last years, other DOE Labs or industry?
  • Do you feel that the current system is working well or could improvements be made?

What is the basis for determining effectiveness of the system and/or practices?

Report:

Mid-Year Status Report due by July 15, 2000. This report should discuss critical items, significant changes, and the status of the self assessment effort to date.

DOE Operational Awareness:

DOE interaction on an as need basis to include the following:

Periodic meetings and communication between the Ames Group and Laboratory management staff.

Review the year-end self assessment report and determine the need for an on-site validation.
