PART II SYSTEMS ASSESSMENT |
(General Operations) |
ENVIRONMENT, SAFETY AND HEALTH |
System Indicators: |
Objective: Conduct all work and manage all Laboratory facilities with distinction, fully integrated with the scientific and technology mission, while being protective of our workers, the public, and the environment. Measure1.1: The average total effective dose equivalent - The total dose for those personnel who received a measurable dose / the number of personnel who received a measurable dose. Expectation: To measure the effectiveness of management commitments to ALARA. Contractor should demonstrate measured improvement from previous contract period through development of scaled metrics. Source for Measure: DOE Order 231.1, "Environment, Safety and Health Reporting" Average TEDE per person who received measurable exposure Goals for FY 2000: Outstanding = <30 Excellent = 30-42 Good = >42-<79 Marginal = 79-91 Unsatisfactory = >91 Measure 1.2: Total Recordable Case Rate The number of all occupational illnesses and occupational injuries resulting in loss of consciousness, restriction of work or motion, transfer to another job, or require medical treatment beyond first aid x 200,000 (100 employees working 40 hours per week for 50 weeks per year) / the actual number of hours worked. Expectation: The minimization of serious injuries and illnesses experienced in the workplace. Contractor should demonstrate measured improvement from previous contract period through development of scaled metrics. Source for Measure: DOE Order 231.1, "Environment, Safety and Health Reporting" Total Recordable Case Rate for FY 2000: Outstanding = <2.0 Excellent = 2.0-3.8 Good = >3.8-<4.4 Marginal = 4.4-5.0 Unsatisfactory = >5.0

Compliance Items: |
None. |
Self Assessment Scope: |
Report on opportunities for improvement identified in the prior years assessment, if any. Address any significant changes in system procedures or practices, including reason(s) for change and expected improvements. Special Emphasis areas to be included:
The Self-Assessment should address how effectively Ames is addressing each of the core functions and guiding principles of Integrated Safety Management. Identify opportunities for improvement and/or notable practices. |
Report: |
Mid-Year Status Report due by July 15, 2000. This report should discuss critical items, significant changes, and the status of the self assessment effort to date. Year End Final Report 45 days after calendar year. |
DOE Operational Awareness: |
DOE interaction on an as need basis to include the following: Periodic meetings and communication between the Ames Group and Laboratory management staff, including ESH&A Manager. Review the year-end self-assessment report and determine the need for an on-site validation. Ames Group will develop, coordinate with Ames Laboratory and maintain an up-to-date Operational Awareness Plan, which outlines the scope of on-site surveillance activities. This plan shall be provided to the Ames Laboratory. |
